Yes! You can send a friend request to anyone, as long as you have their MonopolyGO! friend link. They can also send a friend request to you, if you make your friend link public.
Note: Don't forget that friends can attack your properties, and 'Bank Heist' you. Keep an eye on your friends list for random people adding you if you make friend link public.
