Make sure the alliance member does not have any attacks in progress. If the member has no acp's out for attack, you should be able to kick!

We have the same problem but the player has not been online for 2 days so how is it that his APC is still not back?

He could be camping.. To make sure that you wont kick them while they're out..

The only solution I believe would be for one or more of you to leave the alliance and attack the R1 base. Reduce their durability to 0 and they will teleport to a random location and all their absent troops will return. You can then kick them.

Use missiles if you can to avoid troop losses but if the R1 player has many anti missiles it will take a lot of missile attacks.
