I need to move on another state but I am level 9, I bought with 2000 diamond a teleport but I receive always the message that it's not possible to try in another place, why? Is not fair with diamond taken and I can't move to another state. What should I do now??

You can only change state if you're up to lvl5

Bad news brother, you can only change state if you're level 5 or below. But don't worry, you'll need that teleport in the future. A large amount of it.
